Yes, it's the same reason I bought a PA-63, because the P-64 is not on the Calif DOJ Handgun Roster. Which is a bit funny as the L.A.P.D.'s official issue pistol is supposedly not on the roster either.

Massachusetts has a list of "approved and compliant" handguns. These have standard saftey, chambered cartridge indicators and other things that are required and then if these are present the manufacturer can submit samples the the state for testing (drop, function, saftey etc) and if they pass these tests (which I understand often damage or destroy the weapons) it can be added to the list.
Unfortunately many weapon like the P64, Makarov, PA63 etc are no longer manufactured and the importer would have to submit for compliance testing and if they pass...how many are actually available (as a milsurp) and how many are going to be sold in Massachusetts? Probably not enough at a big enough profit to go through the aggrevation in the first place. Never mind that many manufacturers can't even be bothered to try as well.
So one either buys "compliant" from an FFL, transfers from a private sale (if a pistol is already legally owned in the state there are no compliance restrictions for personal sales/transfers, the compliance is strictly for FFLs) or buys C&R in order to get something not on The List.
Oh yeah and there is that pesky Hi Capacity restriction...nothing greater than 10 rounds unless manufactured before 1994, unless you are a LEO. But the state police, Boston Police and many others carry "NON-COMNPLIANT" Glocks. Why...because the price was right. Unsafe for the masses but safe enough for the LEOs that have the opportunity to use that "un-safe weapon" many more times over, than the average gun owner...CRAZY! I want law enforcement better equipt, with the most powerful round and the safest guns! Politics seeps into evey decision made around here...Crazy!
I love this state, I was born here moved around to a couple of other states and moved back (all with work over 25 years). My family is here, my kids will probably continue to live here as they begin their adult lives but the politicians just make it miserable if you are not a bleeding heart, pay your taxes and let the state tell you what you need, liberal. Sorry for the rant at the end there. 8~)
