In order to have P64 certified as C & R one needs to have a curator of any museum so certify.
ATF regulations provide that a firearm can be certified as C&R if:

2.) Firearms which are certified by the curator of a municipal, State, or Federal museum which exhibits firearms to be curios or relics of museum interest

will be added to C&R list

That is exctly how the CZ 82 got on the ATF C&R list.

Does anyone know a city, state of a federal museum curator????

I am not sure, I am fairly new to this sort of thing, could anyone please excuse the ignorance and tell me what it means to be C&R?

C&R is an abbreviation for "Curio and Relic" ... it refers to a Federal Firearms License that allows an individual to purchase firearms that are classified as "curios or relics" without the need to go through a 01FFL (the typical FFL in the sales business). Having the P64 be on the list would allow the C&R FFL holders to order them directly from SOG/AIM/J&G/CAI etc and avoid the transfer fees and markups that the 01FFLs charge.

You guys are really great, I was told today by someone that I know that I would never be able to get an ffl license because I don't have a store front. Is this true, and thank again for the great info.

I don't know the law of the State of Massachusetts but in California firearms on C&R list are exempt from the safety regulations requring that only guns certified by the state can be sold in California or brought into California.
Having P 64 on C&R list would allow Californians to buy this pistol - something they can not do right now even through a FFL holding a regular 01 license.

A note of caution: The C & R liscense is not a liscense to do business. Period. It is a liscense to collect firearms with the C & R designation. It allows selling and buying, even interstate, with the goal being the improvement of the collection, not profit. You do have to log all your purchases and keep records that can be demanded at any time by the ATF. A C & R liscense holder may sell or buy a gun occassionally, but not buy numbers of guns to resell at a profit and that includes internet auction listings.

You have to have a type 1 FFL to be a dealer of firearms.
