I've never paid more than about $13/box for silver bear, including JHPs.
Checked gunbot today, there's some in stock for < $13/box here:

I have been reloading 9 x 18 for years ever since my East German Makarov purchase over 15 years ago. Starline Brass, lead or FMJ heads and they work very well in my Mak, two _64s and two CZ82s. I do not cost my time as if I did, then each round would be "gold-plated". I reload for a fair number of effectively unobtainable revolver rounds (32-30 revolver,38 S&W, 41 Special and Magnum, 0.45 Autorim and 0.455 Webley) so time is not a part of any equation when it is the only way I can continue to play with those older toys! DaveN

Looks like Aim Surplus has Silver Bear back in stock, along with Wolf. Doesn't appear prices have gone up much thank goodness. Save some for me!

Is 28 cents a round cheap, plus shipping? I've just started with the cartridge and it seems the good old days of purported cost of 15 cents or 17 cents a round are gone.

Just my .02! Keep in mind I do not reload Pistol ammo at this point, but I do reload Rifle ammo. For the most part target ammo is a wash although the price point of my MOA target ammo being even to factory target ammo that could only dream of holding MOA is a win for me. But where I save a ton of money is that $65+ box of Premium Hunting Ammo that I build for a few cents more a round then my target ammo due to the price of the actually bullet being a bit more. And I get to do whole lot more practicing with my premium ammo because I am only spending $11-$15 a box is invaluable when it comes time to pull trigger on that Buck.

Check Ammotogo.com they had a few different types last week, down to one brand now but it always changes I've had nothing but good dealing with them.

Academy. Has/ had 9x18 for $10.99 per 50....never heard of the brand'Monarch'....shipping on a trial order of 250 was about $9.00....

FWIW on the cost savings of reloading …
8¢ bullet, 2.5¢ primer, 3.5¢ powder, my once-fired brass = 14¢ round vs 32¢ new in brass cases.
100 rounds in 45 minutes while taking my time and being careful (based on my output of 9mm and 40S&W).
If I considered the cost of my time (even though I actually do it for fun and a stress reliever) that's $18 savings in 45 minutes, or $24/hour.
The trick for me has been at the margins when buying components. When I buy primers I wait for a sale and buy them in bulk to offset the HazMat fees. I did the same for powder and bullets.
Yes reloading does take an investment to start up (especially with a progressive press) but it absolutely saves money over time - especially if you shoot a lot.
Of course it is not for everyone and I respect that.
